The Plan is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adheres to the people-centered development concept, actively responds to population aging, firmly grasps the overall requirements of improving the system and enhancing well-being, takes market-oriented operation as the guide, financial innovation as the driving force, and risk prevention and control as the bottom line, improves financial policies related to the elderly, constructs and improves multi-level pension financial products and services, clarifies the phased goals for the development of pension finance in 2028 and 2035, and proposes 16 key measures from five aspects: improving the supply capacity of pension finance, expanding financing channels for the silver economy, improving the pension financial security system, optimizing the level of pension financial services, and improving security measures.

The Plan points out that by 2028, the coverage rate of financial services in the elderly care field at the county (district) level in Shaanxi Province will reach 100%, the coverage rate of financial risk prevention propaganda for the elderly population will reach 100%, and the supply level of elderly care finance will be effectively improved. Efforts will be made to form a number of innovative pilot projects and business models for pension finance with demonstration effects nationwide. By 2035, a moderately competitive, orderly innovative, and risk controllable elderly care financial service system will be basically established. Elderly care products and services will be more precise and efficient, and elderly care fund investment management will be more mature and stable, basically achieving a virtuous cycle of effective improvement in the level of elderly care finance and high-quality economic development in Shaanxi Province.

The Plan emphasizes the need to focus on providing diversified pension financial services for different elderly groups, support the reserve of pension funds and wealth planning for the elderly population, and increase the tilt of financial resources towards rural pension needs. Improve the service system and management mechanism of financial support for the silver economy, expand credit allocation for silver economy operators and industrial clusters, increase direct financing support, and expand diversified funding sources.

The Plan emphasizes the need to vigorously develop the first, second, and third pillars of pension insurance, further promote innovation in commercial insurance annuity products, strengthen the design and investment management of pension financial products, enhance the aging level of financial services, strengthen the promotion and education of financial knowledge and consumer rights protection for the elderly, and increase the prevention and crackdown on illegal financial activities involving the elderly. Improve institutional safeguards, strengthen departmental collaboration and information sharing, enhance policy support in areas such as monetary policy, insurance supervision, financing support, tax incentives, etc., and strengthen statistical monitoring and effectiveness evaluation.

The Plan points out that the Shaanxi Branch of the People's Bank of China and the Shaanxi Regulatory Bureau of the State Financial Supervision Administration will take the lead in strengthening communication and contact with the Provincial Party Committee Financial Office, Provincial Development and Reform Commission, Provincial Department of Civil Affairs, Provincial Department of Human Resources and Social Security, and other departments, enhancing departmental linkage and information sharing, promoting policy implementation, strengthening policy coordination, establishing a normalized financing visit and docking mechanism, strengthening statistical monitoring and effectiveness evaluation, accelerating the improvement of Shaanxi Province's pension financial service system, making every effort to do a good job in pension finance, and promoting the high-quality development of the province's pension industry and silver economy.
