In recent years, Shaanxi Province has implemented a national strategy to actively respond to population aging, exploring the path of high-quality development of the elderly care industry through policy guidance and technology drive.

One is to strengthen policy guidance and consolidate the foundation of development. Shaanxi has established a three in one collaborative mechanism of "high-level leadership, departmental linkage, and system integration", forming a collaborative work mechanism that horizontally covers more than 10 departments and bureaus, vertically connects the policy transmission system at the provincial, municipal, and county levels, and has issued a series of supporting documents such as the "Promotion Catalogue of Smart Health Elderly Care Products and Services" and the "Implementation Plan for High quality Development of Shaanxi Elderly Care Finance" to provide institutional guarantees for the development of the elderly care industry; Establish a reserve pool of elderly care industry projects during the 15th Five Year Plan period, plan 28 projects around five major themes with a total investment of 15.8 billion yuan, and promote the project-based and list based development of the elderly care industry.

The second is to strengthen the drive of technology and activate development momentum. Focusing on smart elderly care and technological empowerment, Shaanxi actively cultivates new engines for the development of the elderly care industry. The Provincial Department of Civil Affairs guided the holding of the first China Aging Industry Science and Technology Conference, promoting the practical application of innovative achievements such as intelligent elderly care equipment and rehabilitation robots; Introduce international brands such as Panasonic and Pengruili, cultivate local enterprises such as Ronghua Elderly Care and AVIC Chuangshi, and create a regional brand of "Huiqin Elderly Care". The elderly care industry will upgrade and transform from "Made in Shaanxi" to "Created in Shaanxi". In addition, Shaanxi Province has also established the "the Belt and Road" Yinfa Economic Industrial Park, which has attracted 322 enterprises to participate in the Xi'an Old World Expo. The amount of contracted projects has exceeded 3 billion yuan, and the credit granted by financial institutions has reached 116.5 billion yuan, injecting strong impetus into the development of the elderly care industry.

The third is to promote diversified collaboration and enrich service formats. Shaanxi actively promotes the deep integration of multiple industries such as "elderly care+", develops new business models such as travel and health care, cultural benefits for the elderly according to local conditions, and stimulates diversified consumption potential. Shaanxi has signed cooperation agreements with 17 provinces on tourism and health care, building a three-dimensional development system of "cultural tourism+ecological health care+smart elderly care", and forming a regional elderly care industry cluster covering Guanzhong, northern Shaanxi, and southern Shaanxi; Release 10 premium routes to create an aging friendly tourist destination; Launch the Silver Age Channel of Shaanxi Radio and Television Station, publish a series of books on elderly culture, hold an elderly culture and art festival, and enrich the spiritual life of the elderly.

In addition, Shaanxi is promoting collaborative efforts in the financial sector, launching special re loans for inclusive elderly care, etc., to solve the financing difficulties of elderly care institutions and promote a positive interaction between "finance+elderly care". In order to learn from advanced experience, Shaanxi also organized a delegation to Japan to investigate the silver economy and learn about the health and wellness model of living abroad; Participate in domestic and international exhibitions such as the China International Elderly Care Service Industry Expo, exchange experiences with other provinces, and promote the high-quality development of Shaanxi's elderly care industry through "introduction" and "going global". In the future, Shaanxi Province will continue to optimize the policy environment, deepen innovation in the elderly care industry, promote the quality and efficiency improvement of the silver haired economy, and ensure that the development achievements of the elderly care industry benefit the people of Sanqin, contributing the "Shaanxi wisdom" to the development of the national elderly care industry and the prosperity of the silver haired economy.
