With the deepening of population aging, the Xi'an Civil Affairs Bureau is coordinating the development of elderly care and optimizing elderly welfare policies. A reporter from Huashang Daily's Dafeng News has summarized the welfare policies that elderly people in Xi'an can enjoy.

1、 Elderly living and health subsidies for the elderly

（1） Subsidy recipients.

The elderly who have registered residence in Xi'an and are over 70 years old can enjoy living health care subsidies according to their own application.

（2） Subsidy standards.

Elderly people aged 70-79 will receive a monthly allowance of 50 yuan per person; Elderly people aged 80-89 will receive 100 yuan per person per month; Elderly people aged 90-99 will receive 200 yuan per person per month; Elderly people aged 100 and above will receive a monthly allowance of 360 yuan per person.

（3） Application channels.

1. Offline (community) application.

The elderly who are eligible for the old-age subsidy shall apply to the community neighborhood committee (village committee) where their registered residence is located.

2. Online declaration.

The eligible elderly can also apply for old-age subsidy through "Shaanxi Civil Affairs", "Sanqinbao" WeChat official account or "Ximin e-station" WeChat applet.

2、 Subsidies for elderly care services for severely and completely disabled elderly people from economically disadvantaged families

（1） Subsidy recipients.

Among the urban and rural low-income family members with registered residence in Xi'an, the elderly aged 60 years or above, who are assessed as severely disabled and completely disabled.

（2） Subsidy standards.

The subsidy standard limit is 260 yuan/month/person, and in principle, all services will be provided through government purchase, without cash distribution.

（3） Application channels.

The elderly, their families or other entrusted agents can submit applications to the town people's government, the sub district office where their registered residence is located, or directly through the Xi'an elderly care service information platform. For entrusted applications, corresponding entrusted procedures shall be carried out.

3、 Elderly accidental injury insurance

（1） Insured individuals.

For permanent residents aged 60 and above in Xi'an city. Among them, the "government subsidized population" (those who are 60 years old and above with registered residence registration in Xi'an and enjoy urban and rural minimum living allowances, urban "three no" people, rural "five guarantees" people, the elderly aged at home among the key priority groups, and the elderly aged over 80 years old) shall be funded by the government to purchase one insurance product for each person every year.

（2） Insurance coverage standards. The insurance premium is 20 yuan per person per share per year.

The maximum compensation limit for accidental death is 60000 yuan/person

2. Daily living spaces such as residences, courtyards, surrounding squares, roads, etc; Agricultural markets, supermarkets, hotels, restaurants and other commercial service venues, as well as other areas outside the scope listed above.

The maximum compensation limit for accidental death is 20000 yuan/person

The maximum compensation limit for accidental disability is 20000 yuan/person

The maximum compensation limit for medical expenses for accidental injuries is 3000 yuan/person

>>Remarks:

1. The hospitalization allowance for accidental injury is 30 yuan/day/person/unit; The maximum cumulative compensation for hospitalization throughout the year is 180 days.

2. The deductible for accidental medical expenses is 100 yuan per occurrence

Compensation ratio for accidental medical expenses: For accidental medical expenses that are compensated through medical insurance in advance, the remaining part will be uniformly compensated by the insurer at 100% within the scope of medical insurance compensation; Accidental medical expenses that are not directly compensated to the insurer through medical insurance shall be uniformly compensated by the insurer at 70% within the scope of medical insurance compensation.

（3） Insurance coverage channels.

1. The insurance coverage for the "government subsidized population" is represented by the civil affairs departments of each district (development zone), who sign insurance agreements with the winning insurance companies and pay insurance premiums to them in accordance with the agreements. 2. For non government subsidized individuals, the policyholder shall handle the insurance application procedures at the designated location of the insurance company. 3. Enterprises, institutions, social organizations, and individuals who collectively purchase insurance for the elderly as policyholders shall sign insurance agreements with insurance companies on behalf of the policyholders, and pay premiums to the insurance companies in accordance with the agreements.

4、 Home assisted bathing services for the elderly

（1） Service target.

The objects of bath assistance services are divided into two categories:

1. Low income service targets: extremely poor people who receive scattered support, urban and rural residents who receive minimum living allowances, families on the edge of minimum living allowances, disabled elderly people in families with rigid expenditure difficulties, and elderly people aged 80 and above.

2. General service targets: disabled elderly people living in Xi'an and elderly people over 80 years old.

（2） Service mode.

According to the principles of voluntary application and basic inclusiveness, with a focus on meeting the bathing needs of disabled and elderly people, professional bathing service institutions are introduced to provide bathing assistance services for the elderly, such as door-to-door bathing assistance and mobile bathing assistance vehicles. These services mainly include washing hair, face, feet, and torso. Qualified bath assistance service recipients can enjoy free bath assistance services no more than twice within a one-year service period.

（3） Application channels.

According to the principle of voluntary application and priority application, eligible elderly people can apply on their own, or they can be assisted by family members, community committees (village committees) and other relevant personnel to apply for registration. They need to apply on the WeChat mini program of Ximin e station, fill in relevant information and upload materials according to the requirements. The system will conduct a preliminary screening of relevant information, and applicants can log in to the system to view the initial screening and review status.

5、 Elderly Ability Assessment Service

（1） Service target.

Focus on evaluating the following two types of evaluation objects, and provide full subsidies for the first evaluation of the evaluation objects:

Object of institutional evaluation. Elderly people who are permanent residents in Xi'an, over 60 years old, and reside in public or private elderly care institutions (which must be registered with the civil affairs department), as well as severely disabled people holding disability certificates.

Personal evaluation subject. Mainly evaluate the following four types of personnel: 1 Individuals who apply for subsidies for elderly care services for severely or completely disabled elderly people from economically disadvantaged families; 2. Elderly people aged 60 and above who are included in decentralized support and cannot take care of themselves due to extreme poverty; 3. centenarians; 4. Elderly people aged 60 and above who are eligible for the minimum living allowance and cannot take care of themselves.

The assessment of elderly people's abilities is a dynamic assessment. After the initial assessment, if there are no special changes, the assessment can be conducted every 12 months, and the procedure is the same as the initial assessment; When there are special circumstances that lead to changes in abilities, it is advisable to apply for immediate assessment.

（2） Evaluation criteria.

The National Standard for Assessment of Human Abilities (GB/T42195-2022) evaluates the self-care ability, basic motor ability, mental state, perception, and social participation of elderly people based on four primary indicators and 26 secondary indicators. The ability levels of elderly people are determined as intact ability, mild impairment (mild disability), moderate impairment (moderate disability), severe impairment (severe disability), and complete loss (complete disability), and an evaluation report is formed.

（3） Result application.

The results of the assessment of elderly people's abilities can be applied to the distribution of nursing service subsidies for elderly people with difficulties and disabilities, operation subsidies for elderly care institutions, the implementation of government purchased elderly care service projects, and other situations where the assessment results should be used according to regulations.

（4） Application channels.

According to the principle of voluntary application and priority application, eligible elderly people can apply on their own, or they can be assisted by family members, community committees (village committees) and other relevant personnel to apply for registration. 6、 Elderly people with special difficulties receive home aging adaptation services

（1） Service target.

Implement aging friendly transformation for elderly, disabled, and disabled families included in the scope of dispersed support for extremely poor people in Xi'an, as well as for urban and rural subsistence allowance recipients, low-income (on the edge of subsistence allowance) elderly, disabled, left behind, empty nest, and special family planning families (collectively referred to as "special difficulty elderly families").

（2） Subsidy standards.

The government provides subsidies and support for elderly households with special difficulties in adapting to aging and for basic projects on the recommended list of elderly product configurations. In principle, rural household renovation is implemented at a subsidy rate of 2000 yuan per household, while urban household renovation is implemented at a subsidy rate of 4000 yuan per household.

（3） Application channels.

Eligible elderly people (guardians) apply to the township (street), and after being reviewed and approved by the district/county civil affairs department, they will organize household evaluation and construction according to the principle of "one household, one case".

7、 Concentrated care services for economically disadvantaged and disabled elderly people

（1） Subsidy recipients.

Disabled elderly people (assessed as moderately disabled, severely disabled, or completely disabled) and elderly people (aged 80 years and above) who are included in the minimum living guarantee scope and voluntarily reside in elderly care institutions.

（2） Subsidy standards.

The standard for centralized care services shall not exceed the total amount of the basic living standards and comprehensive care standards for local extremely impoverished individuals.

Subsidy standard=centralized care service standard - local minimum living guarantee standard - elderly care subsidy, elderly care service subsidy, and disability "two subsidies" for economically disadvantaged and disabled elderly people and other groups.

（3） Application channels.

According to the principle of "move in first, subsidy later", elderly people and other groups or their agents can apply for centralized care service subsidies to the local county-level civil affairs department after staying in the elderly care institution for at least 30 days, holding their original and photocopy of ID card, household registration book, "Elderly Care Institution Service Contract" and valid payment voucher, and filling out the "Application Form for Centralized Care Service Subsidies for Economically Difficult and Disabled Elderly People and Other Groups".

8、 Regulations on the accommodation of elderly people with special difficulties in Xi'an Qujiang Elderly Apartment

（1） Capture the object.

The registered residence of Xi'an City meets one of the following conditions: 1. extremely poor people; 2. Disabled and disabled elderly people from low-income and low-income families; 3. Empty nest, single living, left behind, and elderly disabled or disabled individuals from economically disadvantaged families; 4. Elderly people from special family planning and those who have made special contributions to the country and society.

（2） Fee standards.

1. Extremely impoverished individuals shall be provided with basic living standards and care standards;

2. Elderly people from low-income and low-income families are entitled to a monthly allowance of 1400 yuan per bed for mild disability, 1536 yuan per bed for moderate disability, 1752 yuan per bed for severe disability, and 1968 yuan per bed for complete disability;

3. Empty nest, single living, left behind, elderly disabled and disabled people from economically disadvantaged families will be charged 50% of the current fee standard of Qujiang Elderly Apartment: 2400 yuan/bed · month for mild disability, 2800 yuan/bed · month for moderate disability, 3200 yuan/bed · month for severe disability, and 3600 yuan/bed · month for complete disability;

4. Elderly people from special families with family planning and those who have made special contributions to the country and society will be charged 60% of the current fee standard of Qujiang Elderly Apartment: 2880 yuan/bed · month for mild disability, 3360 yuan/bed · month for moderate disability, 3840 yuan/bed · month for severe disability, and 4320 yuan/bed · month for complete disability.

（3） Application channels.

The applicant or their guardian (agent) shall submit a written application to the Xi'an Elderly Care Development Center with relevant supporting documents. The elderly without guardians shall be applied for and supervised by the community (village) where the registered residence is located.
